⁉️آیا استراتژی های توسعه منطقه آزاد ارس باید تغییر کنند؟!
یادداشتی از ابراهیم نصیری، پیرامون لزوم ارزیابی استراتژیک در منطقه آزاد ارس

❌سازمان منطقه آزاد ارس در شهریور ماه سال 1384 فعالیت رسمی خود را شروع و در اقدامات اولیه خود مطالعات راهبردی منطقه را به منظور تدوین اسناد استراتژیک خود انجام داد و نتیجه آن در قالب منشور توسعه ارس منتشر نمود.
📌اکنون با گذشت بیش از 16 سال، در بسیاری از موارد شاهد انحراف سازمان منطقه آزاد از مسیر طراحی شده برای آن بوده ایم.
📌 پرواضح است که شاید همین انحرافات منطقی بوده و براساس اهدافی خاص ناشی از تجربه مدیران عالی آن اتفاق افتاده اند!
❗اما آنچه که امروز مهم است این که آیا:
📌سازمان منطقه آزاد ارس در راهبری این منطقه در سالهای پرچالش فعالیت خود ارزیابی دقیقی از تطابق فعالیت ها و عملکردها با استراتژی های تدوین شده، داشته است؟
❌ و مهمتر اینکه آیا سازمان منطقه آزاد بصورت دایمی تغییرات روی داده در محیط پرتحول و پرچالش بیرونی و درونی خود و در نتیجه تغییرات لحظه ای نقاط قوت و ضعف سازمانی و فرصت ها و تهدیدات بیرونی، استراتژی های خود را بروز و اهداف جدیدی را برای خود ترسیم نموده است؟
📌 و دیگر اینکه آیا استراتژی های بخشی برای حوزه های متنوع سازمان طراحی شده اند و اگر شده اند آیا این استراتژی ها منطقه ارس را به اهداف کلان مدنظر نزدیک کرده است؟
📌به هر حال پاسخ به این سوالات متخصصین خود را می طلبد اما آنچه تاکید می شود این است که:
📌 برنامه ریزی استراتژیک برای موفقیت نیازمند کنترل استراتژیک است.مخصوصا در سازمان های که در امور بسیار متعدد و متنوع در محیطی کاملا متغیر فعالیت می کنند کنترل مدیریت عالی سازمان صرفا با تکیه بر اطلاعات کوتاه مدت و میان مدت و جزیی موثر نخواهد بود بلکه سیستمی کنترلی را می طلبد که بتواند مفروضات کلیدی برنامه ریزی استراتژیک و عوامل کلیدی موفقیت را مورد ارزیابی قرار داده و با تعیین استانداردهای لازم اطلاعات مورد نیاز را در اختیار مدیریت عالی سازمان قرار دهد.
📌هرچند مدیریت برنامه ریزی و بودجه سازمان منطقه آزاد ارس در سال 93 سند تدبیر و توسعه ارس را بر مبنای برنامه ریزی هسته ای تدوین نمود…

- لیکن به نظر می رسد با گذشت حدود دو دهه از فعالیت های سازمان منطقه آزاد ارس و تغییرات و تحولات فراوان در درون و بیرون حوزه فعالیتی و عوامل درونی و بیرونی که پایه و اساس نظری تدوین و انتخاب استراتژی های این منطقه را براساس الگوی سوات(SWOT) تشکیل داده اند، موضوع کنترل استراتژی در منطقه آزاد ارس مورد توجه قرار گرفته و نتایج حاصله به دقت ارزیابی گردد.
📌یادآور می شود براساس مطالعات اولیه، استراتژی های زیر بعنوان استراتژی های برتر منطقه آزاد ارس احصا و معین شده اند:
کشاورزی، آموزش عالی، صنعت معدن، خدمات، آی سی تی، مالی، زیست محیطی و سرمایه گذاری.
همچنین رئوس اهداف این منطقه در این منشور به شرح زیر هستند:
📌1.حضور موثر در ترتیبات اقتصادی منطقه ای.
2.ایجاد تمهیدات برای گسترش خدمات ترانزیتی.
3.توسعه تولیدات صنعتی و معدنی با توجه به مزیتهای منطقه به ویژه در زمینه تامین انرژی.
4.توسعه بازرگانی و حضور در بازارهای جهانی.
5.توسعه گردشگری.
6.توسعه آموزش عالی و فن آوری های جدید.
7.بهره برداری بهینه از امکانات و مزیتها در جهت گسترش تولید و نوآوری در بخش کشاورزی.
8.ایجاد فضاهای نوین کالبدی نمایانگر چهره ای نو از جمهوری اسلامی ایران.
📌و پیرو آن خطوط کلی توسعه و اهداف کمی نیز به تبع همین استراتژی ها احصا و پیگیری شده است
