به گزارش اعتدال آذربایجان: در آخرین روزهای دولت روحانی، محمدباقر نوبخت، رئیس سازمان برنامه و بودجه کشور در اقدامی عجیب و عجولانه از امضای قراداد ۲ میلیارد دلاری برای تکمیل راه آهن رشت- آستارا خبر داد.
به گفته نوبخت، کشور آذربایجان که طی توافقنامه سال ۹۵ قرار بود ۵۶۰ میلیون دلار برای تکمیل این پروژه و فعال سازی ترانزیت منطقه ای سرمایه‌گذاری کند به دلایلی «از اجرای این طرح سرباز زده است» ولی با اصرار و خاصه خرجی ۲ میلیارد دلاری نوبخت، مقرر شد قرارگاه خاتم‌الانبیای سپاه این طرح را اجرا کند.
ماجرای طرح خط راه‌آهن رشت-آستارا و دور زدن محور ترانزیتی جلفا در آذربایجان شرقی
بحث ساخت خط راه‌آهن رشت-آستارا از تابستان سال ۹۵ و به بهانه طولانی شدن مناقشه قره باغ و انسداد مسیر ریلی جلفا-باکو که از خطوط مهم واقع در کریدورهای ترانزیت ریلی بین المللی بود، مطرح شد.
طی یک دهه اخیر، قدرتهای اقتصادی بزرگ دنیا همچون چین، هند، روسیه و نیز اروپا درصدد جایگزینی مسیر ترانزیتی کوتاهتر و ارزان بجای مسیر دریایی فعلی برای مبادله میلیاردها دلار کالا بین آسیا و اروپا برآمدند و در همین راستا اصرار به احداث و تکمیل کریدورهای ریلی شرق-غرب(از آسیا تا اروپا و در امتدا خط ابریشم) و جنوب-شمال(از خلیج فارس تا منطقه اوراسیا) تحت هر شرایطی داشتند چراکه سرعت خط ریلی کریدور شرق- غرب، دو برابر مسیر دریایی و هزینه آن نصف سفر هوایی است که زمان سفر را بین چین و اروپا حدود ۱۵ روز کاهش می‌دهد ضمن اینکه مسیر دریایی فعلی که با دور زدن شبه قاره هند و پیمودن اقیانوس های اطلس و هند انجام می شد خطرات دریایی خاص نیز دارد اما این کریدورها یک نقطه منفصل مهمی در مسیر طراحی شده داشتند که آنهم ایران و خط ریلی مسدود جلفا-باکو بود.
در اوایل دهه اخیر و درحالیکه امید چندانی به صلح آذربایجان و ارمنستان و فعال شدن دوباره خط آهن قطع شده جلفا- باکو که تنها قطعه منفصل برای فعال سازی مسیر ریلی کریدور ترانزیتی شرق-غرب و جنوب-شمال می بود، نمی رفت، لیکن بخاطرمنافع اقتصادی و استراتژیک بسیار زیاد فعال سازی ترانزیت ریلی بین المللی در این دوکریدور و جهت تکمیل این حلقه منفصل، طرح احداث خط ریلی جایگزین این خط در طول نوار مرزی در خاک ایران از جلفا تا اصلاندوز، پیشنهاد و تمام تاییدات فنی و کارشناسی آن نیز نهایی شده بود. لیکن به بهانه نبود بودجه و در اصل خیانت نوبخت رشتی که دنبال فعال سازی مسیر شمال (طرح خط ریلی تهران-رشت-آستارا) بجای مسیر جلفا و آذربایجان شرقی بود، این طرح سالها به تعویق افتاد و در ادامه با اعمال نفوذ شخصی نوبخت، مسیر جایگزین جدیدی طراحی شد.
این در حالی بود که خدابخش استاندار سابق آذربایجان شرقی در گفتگو با اعتدال پرس در سال ۹۷ ، از اعلام آمادگی رئیس جمهور آذربایجان برای تامین هزینه(فاینانس) یک میلیارد دلاری احداث خط آهن جلفا-اصلاندوز خبر داده و با بیان اینکه این طرح توجیه اقتصادی و درآمد بالایی به همراه دارد، اذعان کرده بود، با طرح توسعه راه آهن جلفا به سمت کشورهای همسایه و اروپا، جلفا و آذربایجان شرقی به عنوان یکی از مناطق برتر ترانزیتی دنیا مطرح خواهد شد. وی همچنین از اعلام آمادگی سه فاینانسر خارجی و داخلی برای تامین مالی این طرح سخن گفته بود که البته هیچ کدام بنابه دلایلی! (عدم عزم جدی مسئولان کشوری و برخی مسئولان خائن منطقه ای) محقق نشد خصوصا که مدیرعامل سازمان منطقه آزاد ارس که سازمان اصلی پیگیری اجرای این طرح می بود، فردی از خطه شمال و یار صمیمی نوبخت بود که حتی شاید اصلی ترین ماموریتش از حضور در ارس، همین جلوگیری از اجرای این طرح و فراهم شدن امکان جایگزینی مسیر شمال بجای آذربایجان بوده است!
اولویت بندی بسیار نا مناسب در جایگزینی طرح رشت آستارا(مسیر شمال) بجای طرح جلفا-باکو(مسیر شمالغرب) نتیجه غلبه نگاه سلیقه ای و قومیتی جناب نوبخت رشتی در راس سازمان برنامه و بودجه کشور است و این خیانت بزرگ در حق آذربایجان در حالی صورت گرفته است که، آذربایجان شرقی و جلفا که نقطه کانونی و استراتژک این کریدورهای بسیار مهم و بزرگ محسوب می شود، هم به اروپا راه دارد و هم به اوراسیا وصل است و بخاطر موقعیت چهاراهی بین دو کریدور شمال-جنوب و شرق-غرب، قابلیت اتصال و پوشش هر دو کریدور را دارد و ولی رشت فقط به بخش غربی اوراسیا وصل است و خط رشت-آستارا فقط برای کریدور جنوب-شمال و آنهم فقط بخش غربی این کریدور جهت حمل بری کالا به روسیه و آذربایجان قابلیت دارد. کریدور شمال- جنوب در حاشیه خزر به علت نبود امکانات و زیر ساخت های مناسب با گسستگی بسیار مهمی روبه رواست و از طرفی، طولانی و تک مسیر بودن این خط ترانزیتی در حال احداث، حمل کالا از مسیر خزر کارایی اقتصادی ندارد.
از نگاهی دیگر و در گذشته نه چندان دور، گمرک جلفا طی چند دهه متوالی، کانون ترانزیت بخش بزرگی از عملیات لجستیک جهانی کالا بین مناطق مختلف اروپایی و آسیا و خصوصا مرکز تامین کالاهای مورد نیاز در دوران دفاع مقدس و شرایط بحرانی حاکم بر بنادر جنوب کشور بود و باتوجه به وجود زیرساختهای قوی همچون تاسیسات گمرکی، ایستگاه راه آهن، انبارداری و باراندازهای مناسب یکی از مجهزترین و بزرگترین گمرک زمینی کشور برای تبدیل به عنوان بندر خشک و مرکز لجستیک کالا را دارد و…. لیکن نوبخت که دست راست روحانی و سکاندار سازمان برنامه و بودجه بود، مصمم شده بود، بجای طرح احداث خط ریلی جدید جلفا-باکو که اولین و بهترین گزینه روی میز کارشناسان داخلی و خارجی برای اتصال و فعال سازی کریدورهای مزبور بود، خط ریلی رشت-آستارا (به طول ۱۶۰ کیلومتر که حدود ۸۰ کیلومتر آن، تونل و پل و بقیه نیز در زمین های سست باتلاقی است) را برغم طولانی و پرهزینه بودن و حتی تبعات زیست محیطی اش، به هر قیمتی! به اجرا درآورد.
برآورد اعتبار ۶۰۰۰ میلیارد تومانی برای راه‌آهن رشت- آستارا و تصویب تزریق ۱۲۰۰ میلیارد تومان اعتبار سالانه تا پنج سال برای این طرح از خدمات ویژه نوبخت برای اجرایی شدن این طرح است در حالیکه با رقم های بسیار کمتر از این، می شد خط جلفا-باکو را فعال و به سودآوری میلیاردی رساند.
گفتنی است، طبق اعلام کارشناسان حوزه ترانزیت، فعال سازی مسیر جلفا-باکو، آذربایجان شرقی را به یکی از مراکز ترانزیتی برتر دنیا (حتی همتراز دبی) تبدیل کرده و در کنار درآمدزایی چند میلیارد دلاری برای استان و دیگر مزیت های مختلف اقتصادی و سیاسی، موجب احیای موقعیت اقتصادی و استراتژیک آذربایجان شرقی می نمود، لیکن نوبخت رشتی با آخرین تیرهای در کش خود در آخرین روزهای دولت روحانی، این رویای بزرگ آذربایجان(شرقی) را به باد شمال سپرد.
آذربایجان شرقی چهارمین اولویت هاب کشور
طبق مطالعات متخصصین اقتصادی، ایران میتواند محل شکل گیری ۱۲ هاب یا پایانه ترکیبی باشد که استان آذربایجان شرقی چهارمین اولویت هاب است.
استان آذربایجان شرقی با عنایت به موقعیت ممتاز جغرافیایی و قرارگیری در محل عبور کریدورهای بین المللی به اروپا و کشورهای cis بهترین جایگاه را در عرصه فعالیت های لجستیکی دارد و قادر است ۱۵% از سهم ناخالص کشور را در عرصه ترانزیت به خود اختصاص دهد که این درآمد رقمی زیادی در عرصه درآمدهای خدماتی است.
منظقه آزاد ارس، با توجه به مزیت های متعدد و موقعیت ژئوپلوتیک خود، می تواند تحول بزرگی در حمل و نقل کالا در کل دنیا به ویژه ارتباط خلیج فارس با روسیه، آسیای میانه و اروپا ایجاد کند.
منطقه آزاد ارس در مسیر دو کریدور بین المللی بنامهای شمال جنوب که شمال و شرق اروپا و روسییه را از طریق ایران به -حوزه خلیج فارس و آبهای آزاد بین المللی مرتبط می سازد و کریدور شرق غرب که مسیر ترکیه و اروپای غربی را به قفقاز -آسیای مرکزی و چین متصل می کند، قرار دارد. اولین خط آهن ایران در مسیر جلفا تبریز احداث گردید از دوره ای که روزانه بیش از هزار کامیون در جلفا تخلیه و بارگیری می شد زمان زیادی نمی گذرد ولی وقوع جنگ قره باغ باعث از بین رفتن بخشی از راه آهن مواصلاتی ایران به قفقاز و اروپای شرقی شد.
این منطقه با وجود مزیت ها و زیرساختهای قوی همچون تاسیسات گمرکی و ایستگاه راه آهن برای انجام تشریفات گمرکی انبارداری و باراندازهای مناسب یکی از مجهزترین و بزرگترین گمرک زمینی کشور محسوب می شود و نزدیکی به بازارهای اروپایی از مزیت های اصلی این منطقه به شمار می آید.
این در حالی است که، کریدور شمال _ جنوب در حاشیه خزر به علت نبود امکانات و زیر ساخت های مناسب با گسستگی بسیار مهمی روبه رواست و از طرفی طولانی و تک مسیر بودن این خط ترانزیتی در حال احداث، حمل کالا از مسیر خزر کارایی اقتصادی ندارد لذا منطقه آزاد ارس در راستای توسعه مناسبات حمل و نقلی و افزایش دسترسی کالا به بازار های جهانی از طریق تسهیلات حمل و نقل ریلی و جاده ای می تواند با احداث خط آهن موازی در خاک ایران بجای خط آهن متروکه در خاک ارمنستان و ارتباط ریلی با بندر باکو به کریدور شمال_جنوب پیوسته و عملیات انتقال کالا تا مسکو و کشورهای اسکاندیناوی را با کمترین هزینه و زمان، ساپورت نماید.
کریدور (راه گذر) شمال-جنوب
گفتنی است، کریدور (راه گذر) شمال-جنوب و شرق-غرب از مسیرهای ترانزیتی راهبردی در نیم‌کره شرقی جهان است. راه‌گذر شمال – جنوب مهمترین حلقه تجارت بین آسیا و اروپا می‌باشد که در مقایسه با مسیرهای سنتی از نظر مسافت و زمان تا ۴۰ درصد کوتاهتر و از نظر هزینه تا ۳۰ درصد ارزانتر می‌باشد. این راه‌گذر ارتباط ترانزیتی کشورهای شمال اروپا و روسیه از طریق ایران و دریای خزر به کشورهای حوزه خلیج فارس و جنوب و جنوب شرق آسیا خصوصا هند برقرار می‌سازد.
کریدور شرق-غرب
این کریدور که همان جاده باستانی ابریشم می باشد می تواند کالاهای ترانزیتی چین و آسیای میانه در شرق و شمال شرقی را از طریق قلمرو ایران به حوزه های قفقاز ، آسیای غربی ، حوز ه دریای مدیترانه منتقل نموده و متقابلا کالاهای تولیدی دراین نواحی را نیز به بازارهای آسیای میانه وچین ترانزیت نماید.
مسیر ایرانی کریدور شرق – غرب از مرزهای شمال شرقی ایران شامل : دوغارون ، سرخس ، باجگیران ، لطف آباد ، اینجه برون ، به مرزهای خروجی غربی و شمال غربی شامل : جلفا ، بازرگان ، سرو ، رازی ، تمرچین ، باشماق ،خسروی و بالعکس .
مقایسه بودجه دو استان گیلان و آذربایجان شرقی!
بر پایه سرشماری عمومی نفوس و مسکن سال ۱۳۹۵ ، جمعیت استان آذربایجان شرقی بالغ بر ۳۹۰۹۶۵۲ نفر بوده که نزدیک ۵ درصد از جمعیت کل ایران را به خود اختصاص داده‌است. استان آذربایجان شرقی با ۴۵۴۹۱ کیلومتر مربع مساحت، حدود ۲٫۸ درصد از وسعت کل ایران را به خود اختصاص داده‌است. مساحت استان گیلان نیز ۱۴٬۰۴۴ کیلومترمربع است و طبق سرشماری ۱۳۹۵، جمعیت آن ۲٬۵۳۰٬۶۸۶ نفر است.
بر اساس لایحه بودجه ۱۴۰۰، آذربایجان شرقی که بیش از ۵ درصد جمعیت کشور را دارد، کمتر از ۳٫۶ درصد از بودجه کشور را به خود اختصاص داده و پایین‌تر از استان‌هایی مانند بوشهر، هرمزگان و آذربایجان غربی قرار دارد.
اذربایجان شرقی که بر اساس آمار در ۱۵ سال اخیر رتبه های مختلف اعتباری را تجربه کرده است، اما بودجه سال ۱۴۰۰، رکورد ۱۵ سال گذشته را شکست و آذربایجان شرقی به رتبه ۱۲ دریافت اعتبارات استانی تنزل کرد!
جمع اعتبارات تملک دارایی های سرمایه ای استانها که مهمترین بخش اعتباری بودجه می باشد، در سال ۱۳۹۸ برای استان گیلان ۸,۲۸۲,۴۹۰ و سهم آذربایجان شرقی هم ۸,۵۹۹,۳۸۰ میلیون ریال بود!

سرنوشت ناتمام بزرگراه تبریز- بازرگان!
بزرگراه تبریز- بازرگان که ۲۵۴ کیلومتر طول دارد یکی از ابرپروژه‌های استان آذربایجان شرقی است و از جمله پروژه‌های مهم و اتمام نیافته در آذربایجان شرقی است که سالها است خاک خورده وعده‌های توخالی است و در حال حاضر با مشکل جدی عدم تخصیص اعتبارات کافی روبرو شده است هدف این پروژه حمل و نقل سریع و اتصال به اروپا و همچنین تکمیل کریدورهای آزادراهی کشوری است تا از طریق جمهوری آذربایجان و ترکیه به اروپا متصل شود. پروژه‌ای که حالا نیازمند توجه دولت برای اتمام آن است که البته به دلیل وداع با دولت تدبیر و امید و پایان عمر ریاست جمهوری جناب روحانی، باید منتظر تمام ناتمام پروژه‌های این دولت در دولت بعد باشیم
مسیر بازرگان، مسیر اصلی ترانزیت کالا و مسافر
در این رابطه مدیر کل راه و شهرسازی استان آذربایجان شرقی گفت: مسیر بازرگان مسیر اصلی ترانزیت کالا و مسافر با کشور ترکیه، اتحادیه اروپا و منطقه قفقاز است و سالانه بیش از ۱۵ میلیون تن و قریب ۱۰ میلیون نفر مسافر از طریق آن جابجا می‌شود.
بهره برداری از پروژه در صورت تأمین منابع مالی از سوی دولت
مدیر کل راه و شهرسازی استان آذربایجان شرقی عمده مشکلات موجود در بزرگراه تبریز- بازرگان را مربوط به مسائل اعتباری برشمرده و گفت: در صورتی که دولت، منابع مالی سهم خود را به میزان ۳۵۰ میلیارد تومان تأمین کند امکان بهره برداری بخش مهمی از پروژه تا پایان سال جاری را دارد.
میر تاج‌الدینی نماینده مردم تبریز، آذرشهر و اسکو در مجلس شورای اسلامی نیز با بیان اینکه: برآورد اولیه این پروژه، بیش از ۶ هزار میلیارد تومان است که تاکنون پیشرفت عملیاتی در این پروژه، ۷ درصد است گفت: علت ناتمام ماندن این پروژه عدم تخصیص اعتبار و عدم موفقیت در جلب سرمایه گذار بوده است.
وعده سرمایه گذاری ۲۰ هزار میلیارد تومانی در مجتمع مس سونگون!
دکتر بهبودی رئیس سازمان مدیریت و برنامه ریزی آذربایجان شرقی چند روز پیش، در حالی وعده سرمایه گذاری ۲۰ هزار میلیارد تومانی در مجتمع مس سونگون در سه سال آینده را داده است که معلوم نیست چرا این وعده ها قبلا اجرایی نشده و شامل آینده آنهم در دولتی که اینان دیگر کاره ای نخواهند بود، کرده است!
مس سونگون که سالانه بالای درآمد نصیب خزانه کشور می کند، آیا لایق بهره مندی از این درآمدها حتی برای توسعه خود و تکمیل چرخه تولید و زنجیره ارزش نبود چه برسد به اینکه درامدهای آن صرف اجرای طرح های مهم در استان همچون همان خط ریلی جلفا-باکو یا بزرگراه تبریز-بازرگان و پروژه های لاک پشتی و مهم دیگری همچون تکمیل جاده تبریز-اهر و خط ریلی بستان آباد-تبریز و … شود!
با این تفاصیل، بهتر می توان عمق نامردی نوبخت در حق آذربایجان را و نگاه تبعیض آمیز وی به پروژه های حیاتی و مهم استان را درک کرد باشد که دولت جدید و خصوصا نمایندگان محترم استان در مجلس ، اجازه ادامه این نگاه های تبعیض آمیز را دیگر ندهند و توسعه خطه آذربایجان و فعال سازی ظرفیت های ویژه این استان را بها دهند.
